I assume by administrator that you mean sysop. I have added the group and given sysops the rights to add and remove the flag from users.

As with your other tickets, I am not sure what you mean by autopromote, as I do not see any autopromote setting for ruwikiquote. Did you mean the FlaggedRevsAutopromote?

Same issue as other autoeditor issue. Please advise.

Why not just use the Editor group and disable autopromotion? Is another group

@Rob: I see the problem. The arrays was missing the "=> true" part.

Fixed the config.
