Tag interface for end users is confusing and unintuitive

Description

Tags in Special:Contributions, Special:RecentChanges, etc. show to end users, but we've been getting questions everywhere about where the feature came from. The tags need a tooltip or need a way to link to a help page of some sort. Lots of confusion comes from people's edits being marked as (personal attack) or whatever and not having any idea how the tag got there (or even what tags are).

Some UI improvement is needed.

These are low-priority miniprojects that I can mop up at some point when I'm doing general code work as opposed to working on a specific projects.

The word "Tags" in tag-list-wrapper message now links to Special:Tags, which at least provides a one-sentence description. @MZMcBride: Do you think that is enough to consider this task resolved? I can't see what else could be done, aside from perhaps improving the header of Special:Tags.
