Similar to bug 18723, we'd like the ability to set how hidden a user is when using wpHideUser. With other parts of revision deletion, you can set whether content is hidden from sysops or not & the same would be useful for block-hiding.

Hiding usernames which are insulting/libelous but don't contain personally identifiable information.

Why would anyone want to hide names that are just insulting, looks like overkill. The other category needs more elaboration. What Oversights want this? Adding new ways to make account names disappear is fairly serious, so some details and rationales are in order.
