Abuse filter reports incorrect filter description

Description

The example in the given URL shows Filter #30 (the large deletion filter) being given a filter description of "Commons page-move vandalism" which is actually the description of Filter #1 (was has been deleted for some time).

Obviously something is causing the abuse filter to incorrectly describe filter hits.

This appears to be the case for all abuse filter log details. And it's also the description for the first filter that is displayed on testwiki.
