Clarifying summary to say Chrome by name :)

Seems to have no effect in Google Chrome on Mac (3.0.189.0):

f5 - nothing
cmd+r - regular reload
cmd+shift+r - nothing
cmd+ctrl+r - nothing
cmd+option+r - nothing
multiple hits to cmd+r - still just regular reload, didn't replace my cached styles

cmd+reload button - regular reload
option+reload button - regular reload
ctrl+reload button - regular reload
shift+reload button - regular reload

After forcing a reload in *Firefox* and then reloading again in Chrome it seemed to work... wtf?

Try Wrench -> Clear Browsing Data -> Select "Clear cache" only? The mac version is still in alpha, so you can't really trust those results yet

Not i18n. Listing every browser in the existence is probably not a good idea.

Going to go ahead and WONTFIX this. Per Brion above, this doesn't seem to actually do anything in Chrome for Mac. At a quick test, it doesn't seem to in Chrome for Windows either. And while yes, you can give all the instructions on how to use the menus, clear out some items, etc...I agree with Niklas that we'll start getting excessive.
