enhanced editing toolbar needs normal edit toolbar

Description

To enable the "enhanced editing toolbar" it is necessary to activated the normal "edit toolbar".

There is no information for the user, that he have to choose both option. In my opinion this should clarify. Maybe by adding the "Enable enhanced editing toolbar" as a sub option with indent:

  • Widen the edit box to fill the entire screen
  • Show edit toolbar (requires JavaScript)
    • Enable enhanced editing toolbar
  • Mark all edits minor by default

Why not? Just position it after the "Show edit toolbar" and either style the id, or extend HTMLCheckField class to add some indentation to it.

Per Bug 34730, this doesn't happens anymore.
A request to change the current situation (still not ideal) was made on bug 30795.
