suppressredirect right gone missing on en.wikibooks

Description:
The update to the software at English Wikibooks in order to allow people to try out the new beta Wikipedia Usability Initiative inadvertently altered the permissions granted to administrators on the site.

Previously administrators were able to suppress redirects when moving pages (whether for reverting vandalism or avoiding orphaned redirects). This is the "suppressredirect" permission. Administrators are no longer able to suppress redirects when moving pages.

It is possible that other permissions on the site were changed from their previous settings during the course of this action that I have yet to discover.

I seriously doubt that this is the culprit.

Poking to Rob's list, as it's a regression.

Looks like we ended up with a duplicate entry for 'sysop' in groupOverrides2 when cleaning up some old deprecated settings yesterday. They need to be merged back into one so they combine properly.
