In fact, the fix for bug 19554 , r52813, *is* live *right now*. This bug is probably caused by r53975 not increasing $wgStyleVersion; if you observe this bug on your local wiki (confirmed WFM on Wikipedia), clear your cache.
No, I added them temporarily to MediaWiki:Vector.css, that's why it's working.
It is somewhat strange. r52813 is listed as wmf-deployment, but either it is not actually deployed, or another revision has changed it back, or r53975 is partly deployed or something. You can see that the definition is not present in http://en.wikipedia.org/skins-1.5/vector/main-ltr.css

r52813 used to be deployed, but since r53975 did indeed get parly deployed (only the Vector files, not common), stuff broke. I'll try to get someone to fix this.
