Fixed for the powered by logo in r54913. Moving to Wikimedia for their config changes.

And done in config. :)

But... on a local installation, you'll either have nothing or a license logo in that spot, which we still need to treat.

The CC license images seem to be consistently 88x31 so we're stickin' with that so far. If we discover different-sized ones in future we might need to devise extraction of the size at install time. :)
