"Did you mean..." doesn't shows "Special" for the namespace -1

Description

When we type "Special:PrefixIndex/Test" in the search box and click the Search button, it is shown the following line:

Did you mean: [-1]:Preference/Test

I don't think "[-1]" should be here, because

Did you mean: Special:Preference/Test

is more understandable for this case.
