tag deprecated parameter in action=paraminfo

Description

Since r53266 the api has deprecated parameter. Please tag this parameter (with deprecated="" in xml) for a easy extract instead of parsing the description text. Thanks.

What might be cool here would be adding a PARAM_DEPRECATED or similar so we don't have to do custom handling of these all over the place (the setWarning() calls can be generalized and DEPRECATED: can be added to action=help automagically).
