We discussed here: http://simple.wikipedia.org/wiki/Wikipedia:Simple_talk#Flood_flag to enable the ability for admins to grant flood flag not only to admins themselves, but rather to give the admins the ability to grant it to every user. Please do it this way. The discussion looks like an agreement to enable this feature this way.

However, if there is a way to do it that the flag expires one hour after granting it, so please do it this way, otherwise, it is ok if admins can just remove it.
