According to a comment in bug 24951, it seems that Siebrand, and perhaps other people, are not for this enhancement. I was wondering if it would be acceptable to leave this decision to the communities, by reading a value from a MediaWiki page like NewUserMessage does?

These sorts of changes need to be manually checked, regardless.
