Tag cite error revisions in the history (like the tagging function in Abuse Filter)

The rational: fixing cite errors requires going through the history to find out who caused the error and how. Tagging revisions would make that easier to do.

This suggestion is sitting here for 13 years without anybody else asking for it. I believe it's fair to assume that the wiki communities solved it by now, or never had a need for this. Let's clean up our backlogs a bit.
