At nl.wikipedia.org it was decided to open the talk page for blocked users in this vote: http://nl.wikipedia.org/wiki/Wikipedia:Stemlokaal/Overlegpagina_open_bij_blokkade

The vote ended with 64% in favour which is more then the needed 55%.

Can you change the configuration for nl.wikipedia.org to enable this?
