This is caused by some change using ids instead of name attributes for section headers, which causes the ==preferences== header to match the #preferences selector in monobook/main.css (presumably used for the main box on Special:Preferences).

Even though this doesn't lead to ID conflicts, stuff like ==globalWrapper== and ==content== would also be problematic. Using IDs for headers verbatim like this is a big can of worms IMO. I think there's a bug about user-inserted IDs conflicting with header IDs as well, but I can't find it.
