I assume that you're running MediaWiki 1.16alpha? If so, you're right: upload-related special pages (Special:UploadAvatar, Special:GiftManagerLogo and Special:SystemGiftManagerLogo) are broken, because the upload system was completely rewritten. These special pages will still work with older MediaWikis.

I haven't had time to look into the new upload system yet, but I'll try to fix these special pages once I've gotten more familiar with it. Of course patches are always welcome. :)

Bryan fixed Special:UploadAvatar in r63049, I did a couple tweaks to it in r63050 and r63051 and Bryan backported the fixes in r63056 to 1.16 branch.
