Steps to Reproduce ::

  1. Edit a page on Beta environment
  2. Click on headings on NTOC

  1. Clear all the content
  2. Add several header items
  3. Click on headings on NTOC

<<Cursor not focus on to correct header>>

Expected Outcome::
Cursor should always focus to the correct header
