Deploy mobile documentation for Wikipedias somewhere

Description

It is important to have a spot with information on translations, homepages and redirects, where we can point maintainers/administrators of non-english wikipedias.

I have a preliminary version of this information here:
http://en.wikipedia.org/wiki/User:TheDJ/Mobile_howto

It should probably be hosted on either wikitech.wikimedia.org or at mediawiki.org

I updated Hampton's page on Meta-Wiki: http://meta.wikimedia.org/wiki/Mobile It might be best to do it on there, since it's an open wiki and it's the site for coordination between Wikimedia wikis.
