Patch to hide the option enotifrevealaddr from preferences

On big wmf-wikis the enotif settings are off, so there is no need to have the option enotifrevealaddr ("Reveal my e-mail address in notification e-mails")

Patch to hide the option enotifrevealaddr from preferences

When creating a bug there is no option the say, that the attachment is a patch, so I have attachted the same patch with this option
