Halo ACL's toolbar -- shown on Edit view of a page -- is not visible in the Modern skin. It may not be visible in any skin other that Monobook, but I haven't tested. It is visisble in the Monobook skin.

This is not an SMW bug. The Halo extension and various related tools are independent software projects that are built on top of Semantic MediaWiki. Halo-related bugs can be reported at at http://smwforum.ontoprise.com/smwbugs/ (I cannot move the bug since it is a different system).
