Special:CentralAuth should capitalize username

MediaWiki does not allow usernames with leading lower letters.
So Special:CentralAuth/username should output the same as Special:CentralAuth/Username and not "User username does not exist".

I believe $wgCapitalLinks also effects usernames based on bug 23147.

That's correct. I don't know whether usernames with a lowercase initial letter are stored as such in the CentralAuth db... it might be a legitimate request to normalize usernames in that case - otherwise not.

User pages aren't the same as users. Users are always stored with an initial capital letter. There might be some really old names on the English Wikipedia that start with a lowercase letter, but everything in the CentralAuth DB should be fine.
