NTOC setting is availabe in the prefs for users, but that function hasn't been launched yet.

To clarify: this means the preference is hidden from the preferences interface, but its value is remembered.

As UsabilityInitiative is dead, I assume that we can close this ticket?
(Plus no idea what NTOC was.)

Closing old tickets about Navigable TOC which is not worked on anymore.
