Yes, but I am sysop in this small community, and this is done in accordance with the provisions of the Wikimedia Foundation, not only allows uploading outside Wikipedia projects

I can't see why you FIXED it when it hasn't. Changing it to RESOLVED LATER, Please show discussion between those individuals active on the project, then Reopen the request.
