Empty screen without the image

Hello,
while I'm uploading a image file with umlauts (e.g. ö, ä, ü) the file will be created in the database but will not be uploaded. It shows me an empty screen (file attached) and when I want to see the file my server says that the file was not found.

I think this bug only occures in the german language.

See also bug 1780, which discusses the same problem.

Don't know if that can be solved by some "locale" settings, setting the locale for either php or the web server (or both?) to some UTF8 locale.
