Do you want a link to the description page with the said image, or direct link to the said image file? since the latter is already possible.

I want to link to a specified version of file. How?

Here is how to do:

  1. Open image page (Example: [[Commons:File:Example.png]])
  2. Scroll Down to File History
  3. Click on Date/Time stamp or Thumbnail
  4. The image is displayed.

Closing as INVALID since the request in comment #0 can be archived.

That works for old versions. Follow your steps and choose the current version. Then upload a new image. The url you got will now point to the new image ie. it's not a permalink.

For [[Commons:File:Example.png]], the link is:
http://upload.wikimedia.org/wikipedia/commons/7/70/Example.png . It will be
replaced if a new version is uploaded.

The lack of permalink to pictures on Commons could be an impairment for GLAM, which search substainable solutions, that mean solutions offering some garanty over the time that te URL won't change.
