On unblock-en-l we consistently (about 2-3 times a month) see someone who is having trouble logging in when their IP address is blocked. When they attempt to log in, they receive a "cannot create account" error message.

We have verified with many of these users that they are entering their account name in the correct case, and that the account already exists (e.g. it's not an attempt by SUL to create an account).

I'm unsure what information you will need to investigate this bug. Just let me know.
