...we should give staff accounts the "movestable", "stablesetting", and "review" permissions, which are permissions recently granted to sysops on enwiki (Pending Changes/FlaggedRevs).

Looks like a steward task: [[m:Steward requests/Global permissions]]
but the user rights from extension are not listed on meta ([[m:Special:GlobalGroupPermissions/Staff]]), because the extension is not installed there, maybe it is possible to change it on enwiki ([[Special:GlobalGroupPermissions/Staff]])
