There appears to be a problem with certain tags (<span></span>) with regards to how they show up in different skins. Please see User:HJ Mitchell's talk page and user page on the English Wikipedia for more details.

I can't find the word "span" on that page. Please paste the actual bug report here in Bugzilla or at least link to it with a real link.

It does go where you are telling it to, it is positioned relative to the
bodyContent div, which is lower in the vector skin (because of the bigger tab
buttons), so the flag is lower than the logo in the vector skin. That's what
position:absolute means, it is relative to the nearest parent element which is
not statically positioned, in this case bodyContent. It is not relative to the
page itself.

This is not really a bug.
