Checkuser mass blocker should "block e-mail" by default

Description:
Currently, checkuser mass blocker performs blocks on registered accounts with option «account creation disabled». It is highly desirable that «e-mail blocked» be turned on by default too. Checkuser massblocks in most cases are used to fight with vandalism, and vandals often abuse e-mail features of MediaWiki using accounts which are already blocked. So, in most cases, all socks/vandal accounts should be blocked with "e-mail blocked" options, and now it takes additional time to do that after massblocking manually.

This bug maybe related to bug 16306, but I believe it is much more simpler just to change defaults, without any UI changes.

I think this is (inadvertently) already the default, but I don't believe we want e-mail blocked as standard. See bug 24894.

I agree with AGK, instead bug 39213 should be solved imho. Closing this one.
