"Homepage Not Yet Configured" message looks like error message

Description

When a homepage is not yet configured for a language all users get a message about that, and links to the documentation on how to configure one. While that is very useful for the ~0.000001% of us that are able to configure it and open a bug for it in Bugzilla, it is completely useless and very confusing for the vast majority of all users. I would suggest changing the default message to something like this:

Welcome to the mobile version of Wikipedia in $LANGUAGE

Use the search box on the top of the page to search our $NUMBEROFARTICLES articles. Happy browsing.
