To Rob/Jens: despite the talk of pseudo-namespaces, this is just a regular request for the creation of a Portal namespace.

A quick lookup shows that the 들머리 and 들머리토론 namespaces already exist, but that Portal and Portal talk aren't aliases for them.

So what would need to be done is:
Alias Portal -> 들머리
Alias Portal talk -> 들머리토론
Alias 들 -> 들머리
Alias 들토 -> 들머리토론
Run namespaceDupes.php so pages starting with Portal:, Portal talk:, 들: or 들토 are moved to the 들머리 or 들머리토론 namespace
