DumpHTML extension fails when Unicode character in first three characters of file name

Description:
There is a known issue in writeArticle() that deals with PHPs inability to deal with Unicode characters. If, however, there is Unicode within the first three characters, the prior algorithm of building up the hashed directory names fails for the same reason, since PHP couldn't correctly build the directory structure.

OS: Windows XP

This extension uses a file system to store its output. Hence it requires a proper FS. Windows is not suitable, not going to be supported.
