Although there's already "Select all languages currently on this list" toggle, it would be good to have an "All languages" override in case languages are added while the campaign is running. From Ryan on IRC, "we'd have to create some kind of indication in the interface that the select list is being ignored at that point."

Yes, agreed that this feature would override the language select box, this is pretty much how the "Geotargeted" option works. When we are not geotargeting, the country select box disappears. We might want to offer the same thing for project selection as well.

I'm not sure that we want the feature, however. As far as I'm concerned, there's no valid use case for targeting all languages, I've only seen this done in cases where the admin is assuming that all visitors speak the "official" language of a country. If anything, I'd like to go in the other direction, and have the list of targeted languages set to exactly the list of languages that the banner has been translated into.

Agree that most of the time notices should be targeting only languages where translations exist. However there are cases when I can see this being useful. e.g. for emergency maintenance messages, or when we are required to inform people of a legal change such as the Privacy Policy.
