Update Romanian diacritics in WikiEditor toolbar

Description

The toolbar still contains characters with cedilla (U+015E, U+015F, U+0162, U+0163), but the Romanian Wikipedia has reached a consensus to use characters with comma below (U+0218, U+0219, U+021A and U+021B) instead (cf. bug 22616).

The S with cedilla is still needed for Turkish etc. The T with cedilla can go away because it is not used in any language.

OK, so these characters should be added to the toolbar. I'll do that tomorrow.

It's in Unicode, so presumably it's not totally useless. Let's keep it in.

OK, so these characters should be added to the toolbar. I'll do that tomorrow.

That didn't quite happen, but Amir did the same thing in bug 29750, duping.
