Right now we either test locally or on production for payments. It would be great to have an intermediate step where we could test deployments but not affect production traffic.

Currently we have a stop-gap measure in place for this. However,there is an RT ticket open for this already to get a real staging environment set up (#2076). To avoid redundancy, I'm closing this issue as wontfix.
