action=parse gives a list when parsing a redirect page

Description

When parsing a redirect page without parameter redirects a list is given and not the typical redirect image. It is possible to let action=parse act the same way, as a normal wikipage?

Perhaps this and bug 23135 could be solved by using ApiPageSet in ApiParse.
