Same here - valeriej was kind enough to explain the steps to me which weren't obvious to me (need to be on a User: page).

1. Go to https://www.mediawiki.org/wiki/User:AKlapper_%28WMF%29
2. Click "Email this user"
3. Send message to user.
4. Get redirected to https://www.mediawiki.org/wiki/Special:EmailUser which says: Email sent Your email message has been sent. Return to User:AKlapper (WMF).
