This is mainly result of hacking the "tabs" to link to "Q&A". This is less necessary now, so we are removing that. Committed in r76325.

There is another incompatibility, in that UW assumes the existence of jquery.suggestions (loaded by default in Vector), but that is more specifically addressed in another bug.
