Once a user uploads a file the uploading process ends in an error (The upload didn't have all the required information).

Fixed in r78642. At least some versions of IE wants a form attribute to be 'encType', not 'enctype'. When this is wrong the 'file' described by the parameter doesn't get uploaded at all, hence the error message.
