This is a problem if:
(a) the box persists for many seconds
(b) there are no actual changes in that time

The bug exists at least on Polish Wikipedia.

If you are a reviewer and view your watchlist, the alert saying "There are
currently pending changes to reviewed pages on your watchlist" is displayed -
even if there are no pending changes (nothing shows up if you click the link in
the box).

For how long does the notice show? Are there slave lag notices on your watchlist?
