"action=render" argument ignored for articles with an ampersand in the title

Description

If an article's title has an ampersand in it, it will ignore the "action=render" parameters on the URL.

And here's an example of it working properly on an article that doesn't have an ampersand:

Version: 1.15.x
Severity: minor
URL: http://tmbw.net/wiki/Installing_%26_Servicing_Melody/Release_Details?action=render

Bugzilla is not the place to get help with broken url rewrite rules (the clean url should have different path from the real url where index.php is).

I assumed it was an issue with mediawiki, and not the apache rewrite. sorry.
