I'm using an English browser to browse MediaWiki.org via SSH tunnel of Toolserver (so the IP is from NL). After clicking on the fundraising banner I'm sent to the NL page.
I guess, because I'm using an English browser (and Accept-Language header is "en-us, en"), the system should expect that I can read English so show me the English page, and I'm living in Netherlands so set the currency to EUR.

This is because the Dutch Wikimedia chapter didn't build an English landing page. If they had, you would be automatically directed to it. I'll try to find the proper person at the Dutch chapter to direct this to. Probably Lodewijk.
You should email this issue to Lodewijk <lodewijk@effeietsanders.org>. He doesn't seem to be on Bugzilla. Apparently several other people have also complained about this.
