Anonymous users can't write threads if create=false

Description

In twn we have this to prevent spam:
$wgGroupPermissions['*' ]['create'] = false;

However LQT doesn't handle it very well, it keeps asking captcha when trying to save. It should say it is not possible, or allow posting replies to threads regardless.

LiquidThreads has been replaced by StructuredDiscussions on all Wikimedia production wikis (except one, which will be done soon). It is no longer under active development or maintenance, so I'm re-classifying all open LQT tasks as "Lowest" priority.

I really suggest to undo the raising priority action above, which was kept OMFG for 8 years (per https://static-bugzilla.wikimedia.org/bug26383.html). (and, do we still active maintain LQT?)

We no longer allow any kind of anonymous contributions in translatewiki.net.
