You have to do that change locally in the wiki.

It could, but that's not how any other project does it. It's always just Wikipedia (written with local script when appropriate).

As far as I understand this, it's a request to essentially change what {{SITENAME}} outputs on kn.wikipedia.org.

On kn.wikipedia.org, currently {{SITENAME}} outputs "Wikipedia". This is wrong. On other sites such as ca.wikipedia.org, {{SITENAME}} is returned in localized form. As far as I understand, what this variable outputs is defined by $wgSitename, so this would be a shell request to change (or fix) the site name.
