Description:
The edit notice for each namespace should default to Mediawiki:Editnotice via a redirect. This would greatly simplify edit notices, since anyone setting them up on a new wiki wouldn't have to go to each one pointing it to the main one, they could just blank the pages they '''don't''' want to have it on.

Check for "editpage" in ./includes/EditPage.php and ./includes/Title.php, and for "editnotice-notext" in ./languages/i18n/qqq.json
