Odd, mw-specialpages-page occurs on languages/messages/MessagesKsh.php
but no other such language file. So maybe it should be removed from there just for regularity.

And apparently in other code it only appears in combination with
mw-specialpagerestricted .

(So one thinks it may be a good candidate for removal from all of Mediawiki.
However there is one place mw-specialpagerestricted occurs without
mw-specialpages-page. So I don't know.)
