Yes this is the right place to request the namespace be activated.

Normally for such changes we require "community consensus" to be demonstrated (just to make sure the community actually wants it, not just a single person). Normally this is in the form of a poll. I'm unsure if the links you gave are sufficient "community consensus" or if you need a poll. If its not enough, eventually someone else will come here and comment on it.

Eventually, someone will comment on this bug when the change is completed, however these types of bugs are done in batch once every couple of weeks, so it may take a couple weeks before this bug is done.

Also we will need a name for the portal namespace as well as a name for the associated talkpages.

Probably need to check if MediaWiki support apostrophes in namespace names. Would need a couple parser tests.

The klingon wikipedia used to have an apostrophe in its project namespace name.

Admittedly, that wiki is long closed...
