Steps to reproduce:

  1. Logged in to MediaWiki.
  2. Click on the 'My preferences' link.
  3. Click on the 'Date and time'.
  4. Change the 'Time zone'.
  5. Open a wiki page in the editor mode.
  6. Click on the 'Signature' link.
  7. Click on the 'Save page' button.

Actual results:
Changed time zone is not displayed correctly

Expected result:
Correct time zone should be displayed.

The signature is substituted on the page. If it would listen to the *user* preference instead of the *site* settings you could end up with Talk:-pages like

Hello world. --John Doe 2010-12-30 12:30 (UTC)
: Hello there -Pete December 30, 2010 11:00 (UTC -01:30)
:: etc.

Time zone is used in the interface such as on SpecialPages ([[Special:RecentChanges]], [[Special:Log]] etc.), (diff)-views, page histories, watchlist, footer etc.
