Bug is still present in absolutely current SVN checkout 1.18alpha (r80710)

install_version_checks() doesn't exist in trunk, so that's not possible.

I'm willing to bet you have a mix of old and new files.

config/index.php certainly does not call this old function.

Apologies, I confirm, the config files remained in the wrong version. Thanks for the help!
